It seems that your device is still applying changes with the 3rd Beta update. 

If your issue still persists after several minutes (+30 minutes), please don't hesitate to submit an error report to us.

Change theme, reboot phone, clear the cache partition, and also report this issue to samsung so they can see in the logs why it's like this, I'm not having this issue

Check to see if reduce transparency is on, and if it is turn it off
