Animation stutter while scrolling

Is anyone else having issues while scrolling up or down through an app with the animations stuttering? I am seeing this issue in Samsung Health and I noticed it tonight in the Samsung Shop app. I didn't notice this issue until updating to Beta 3 update.

Yeah, this should be fixed for all stock apps in my opinion
