Samsung Monitor Not Charging USB-C Devices in Standby Mode

Samsung monitor LS43DM700UWXXL is not charging my USB-C device (HP Elitebook G7 845 Laptop) when in standby mode. It works fine when monitor is on.

The same functionality works without any issues on my LG and Lenovo monitors. Please help.
