Voice guide won’t turn off for cc

Our TV lets you turn off the voice guide but even if it’s turned off, it still talks when you hit the closed captioning button and the Accessibility screen opens. 
It seems if the voice guide is turned off, the cc button on the remote should just toggle captioning on and off without opening the accessibility screen.

I believe this is the same issue I'm having. Once the accessibility voice guide is turned on, which easily happens if you use the Samsung remote (the remote is not very good), it is impossible to turn off. I unchecked the function but the voice guide continues. I had to reset the TV. It now happened a 2nd time in the 3 days that I've had the Neo TV. Very annoying. Makes me want to take the TV back and get a different brand.
