My brother frequently needs help with his smart Samsung TV but, he lives in another state. Is there a way I can see my brother's TV remotely on my Windows 10 computer to help him?

You can only link access if the TV and PC are on the same Wi-Fi network. There are a couple of options I can suggest. One is have your brother live stream so that you can see the issues from his viewpoint. Another is for your brother to contact Samsung support and allow them remote access if he has a qualifying model:

"Live stream" via MS Teams or Zoom or what-has-he.
