idk what's the problem but i can receive SMS/RCS thru Google Message both on my phone and Galaxy Watch just fine

If you have not been able to connect to the phone, you will not be able to set up or receive notifications, except if you have an LTE version of the watch and there are companion apps on the watch.  If you have a BT version, you must be connected to the phone to receive notifications.  Remote connection can only take place once the watch is initially connected and paired. It would also be easier to troubleshoot with you if you stick with one thread, so you and the helpers don't have to go back and forth between posts.

You should want to be remotely connected if you want to get notifications on your watch (once successfully connected), and you are out of BT range for any reason.

You are not getting any notifications because you are not connected to your phone.  Once you get that sorted out, you can configure your notifications.
