Ive tried pretty much everything I can at home hoping maybe support or community has better answer then what I got from I believe customer service. 

I have a galaxy watch 5 lte its stuck on One Ul version
4.5 Watch
Software version R915USQU1AWDA
When I try to update it. It tells me its up to date ive cleared the cache ive factory reset the watch ive paired it to another phone still tells me its up to date when its clearly not. Customer service told me I have to connect it to my carrier my carrier cant connect it because it not up to date. Person I spoke to last night told me to plug it in to smart things but smart things doesnt work on the watches. From what im reading its software but when I messaged last night was told its not anyone else have this issue and have a fix for it?

You should  have at least gotten up to WearOS5 last year.  I understand that Samsung is currently rolling out WearOS6 to the watch 5s, so it may not have gotten to you yet.  You may have to bring it to an authorized service center and see if they can force update it for you.  Most people are not impressed with the latest wearos update and 5 really introduced nothing new and different, so you may actually be lucky you don't have the latest update yet, unless you are having problems.

Nope I haven't even gotten wear os5 when I try to update it states the watch is up to date when I contact samsung they told me its my carrier which didnt make sense to me because its unlocked watch and I currently dont have it connected to a carrier. They wouldnt even give me the option to go to a service center and apparently I dont even have any service centers in my area. The only reason I want to update it is I cant use certain samsung health apps because its saying it needs to be a galaxy watch 4 or up its a clearly a galaxy watch 5. I also cannot reset the watch from the watch itself I have to do hard resets which is why I again think its a software error.

If it was a software error, when you reset your watch via a hard reset, any errors from the software would have been cleared up.  Unless you mean the wear app software.  Have you tried uninstalling and reinstalling the Wear app? If you have no authorized service centers near you, are you in the vicinity of a BestBuy?  Your watch is out of warranty anyway, so you don't necessarily have to go to an authorized service center - it's just that they would have the knowledge.  BestBuy is the next best thing, as they appear to be an official Samsung retailer and there is usually a Samsung rep in residence from Black Friday until Christmas, not to mention the Geek Squad.
