For some reason, my Galaxy Watch4/6/8 Classic have all had the same issue. I'd raise my arm, rotate the bezel clockwise once, but then the screen would move twice. It was inconsistent, but frequent.
I discovered it is due to my settings. Previously, I had these both enabled:
'raise wrist to wake'
'turn bezel to wake'
Now, I only have 'raise wrist to wake' enabled and the issue is gone.
