Galaxy Watch 4 Classic won't connect to GPS workout

My Galaxy Watch 4 Classic won't connect to GPS for outdoor workouts like running/walking when I'm out of town. I live in Utah and it works fine there, but now I've tried it in Arizona, Alabama, Georgia and Alaska, and it refuses to connect. 

In all new locations I tried restarting the watch and my phone (S23 Ultra), to no avail. Yesterday in Alaska, I did try to reset my watch, and it still wouldn't work. 

I tried Samsung Support and all they said was to buy a new watch. Please let me know if you have any other suggestions.

Your Samsung smart watch has a GPS sensor that can monitor your real-time location without connecting to a phone. When the watch is connected with a phone, it will obtain its GPS location from the phone to help improve the location accuracy. However, GPS on a Galaxy Watch Active2 may not be accurate or take longer (about 2-3 minutes) than usual to obtain your location if the watch is disconnected from your phone for more than a day. If you have tried all the troubleshooting steps, such as submitting an error report, resetting the watch, and contacting the Samsung Health team, the next step would be a service repair.
