You may have to keep wifi on, but disconnect from your mobile network. Why do you want to use mobile data if you have wifi available? Doesn't matter if you have unlimited data, it's still slower and unstable.

I do not have wifi available, whether the wifi setting is on or off it still doesn't let me use data.
My data is extremely fast, I'm not worried about speed.

Put in an error report. That's not supposed to happen. That's why the option is there.

Even if you don't have internet in your current location, do you have no wi-fi hotspots in your vicinity? Can you hold off on the update until you are in a place where you can connect to internet?  Do  you have another device that you can use as a mobile hotspot (your phone will see this as a wi-fi connection)?

Not helpful, if I had wifi I wouldn't be having an issue.

These days you practically can't go anywhere without a free wifi connection. Have you no friends, no restaurants/fast food places? Do you live in the middle of nowhere and never go anyplace? I know it's inconvenient to leave home for an update, but it's not like they happen every day. Surely you must go somewhere sometime.

@americanv8sonly You should reach out to your carrier. 

20 years ago, in the beginning of FOTA for cell phones, carriers had dedicated cellular data channels for updates. 

Then. as Wifi on cell phones gained wide acceptance, carriers got smart and forced all updates through Wifi. This was done to reduce data congestion on the cellular network. 

Over the last few years, some carriers have relaxed this requirement due to the expanded cellular data capabilities of their networks. But you may have a carrier which prevents it, or live an area where data congestion is high and your carrier is blocking FOTA.
