You can use data if you have it to spare. Go to settings/software updates/auto download. Choose using wifi or mobile data. Your updates will choose whichever is available and faster, which is usually wifi, but you can force it to data only by turning off wifi.

Nope, it forces me to use wifi. Regardless if it's off or not. And auto download doesn't help me

It will not use mobile data unless you give it permission, and that is where you give it permission.

It does not let me give it permission, it just closes out the page.
