Hello superandreparty, welcome to the Samsung Community! I understand your frustration with your device screen not working properly during charging the device. Remember to NOT use any other device's charger or third-party chargers because they can hinder charging and cause battery issues. Use a Samsung charger to properly charge your device. If your charger is damaged, it may not supply power to your device, which may cause the touch screen to malfunction. In this case, use a different, undamaged charger to prevent this issue.

Try clearing the cache partition on your device: power the device off, hold the power and volume up buttons together, when the Samsung logo appears release the power button, select wipe cache partition and reboot your device normally once completed.

If you are still experiencing issues after completing the troubleshooting steps, I recommend performing a factory data reset. Please be sure to back up your device before performing the reset:

Navigate to and open Settings, then tap General management, and then tap Reset. Tap Factory data reset, then swipe to and tap Reset, and then tap Delete all. Enter your Samsung account credentials to complete the reset; your device will reset and you will need to perform the initial setup process.

Hello superandreparty, thank you for your feedback. At this time we would recommend sending in the device for service. You can Private Message any moderator by selecting and clicking on the chat option with your full model and IMEI number, or you can proceed with the self-service option here https://www.samsung.com/us/support/service/, we would love to assist you further with this issue.
