I just had to get a new S25 Ultra because i smashed my phone. What is the best way to transfer the data from my old S25 Ultra to my new S25 Ultra

The only way to restore the data is to login to your samsung and google accounts on the new phone and preform a restore from backup.  Since the phone screen is smashed you wouldn't be able to use smart switch so with the smashed screen the only option is to restore from back up when setting up the new phone.

Does the phone turn on?

If the phone turns on you can connect a mouse using a OTG cable access the phone. There are plenty of videos on YouTube on how to do this.

If the phone's internal hardware like storage, etc were also ruined, then it is all lost. The only way to check is to connect the busted device to another device that can read its internals like an OTG USB device, then those files can be transferred. Caveat: If the phone has auto-blocker enabled or has the lock screen enabled as has been locked for more than an hour, it cannot be accessed.

There is a toggle in "More security settings" that has that time limit to block the connection after an hour's time called "Block USB connections while locked".
Possibilities are that if the internal parts function, then connecting the device to a TV using screen sharing/mirroring (like using Dex) and using the OTG (with a keyboard/mouse) as a method to unlock it can work and also turn off auto-blocker and the device can still be read as the screen is the only inoperable part of the phone.

Do search in how to do that. Ngl, I do not know if that is possible anymore and I did not search myself. Going forward, if certain files etc are important, copy and paste all of them onto a USB device, to an external storage device or one's PC.
