Text message does make a sound

I am not getting a text notification sound for one number. I had it set to priority then switched back to the bell. I did get 1 or 2 sounds then it stopped again. I checked and the setting are the same for a different number that I am getting the notification sounds. The number is not blocked as I get the calls. Any ideas about this.  

Also I have Bluetooth connected to my car to use hands free. Every once in awhile it will forget one number, a different number from above, till I restart it. And it will not automatically connect to my car. A few times I had to repair it. I have a 2016 Chevy Cruze

You may have that specific contact set to silent.

In Google Messages:
Go to conversation > tap contact name > Notifications > check to make sure all settings are correct.

In Samsung Messages:
Go to conversation > tap 3 dots, top right > Notification Sound > Check to Make sure all settings are correct
