Notification panel drop down by tapping screen

I could be imagining something but.... Is there a way to touch the middle of my home page to drop down the notification panel, it seems to me that I could but I just noticed that when I drop down from the middle of the screen I get the app list and the notification panel had to be swiped from the very top of the screen. Did something change or am I imagining it?

There's a toggle in home screen settings.
