Edge Panel Handle

Is the edge panel handle position synced to Samsung cloud backup?

Yes. It's a setting. All settings are backed up.

But when I restored Samsung cloud backup the handle position didn't restore to what it was during that backup.

It should have. Sometimes after a restore you may have to do a simple reboot. In any case, it's a simple matter to just drag the handle where you want it

Well, then just move it where you want it.  It's not that complex.  Sometimes the bar disappears for me after an update and I just have to turn the edge panel off and back on.

Also does the edge panel handle show when using apps like Instagram or Facebook?

It shows when I use Facebook. I don't use Instagram. It only doesn't show for me when the keyboard is active, but that could jut be because of where I chose to locate it
