Because the Camera App is a system App. Those permissions cannot be turned off.

Yes, but it's kind of annoying to receive notification when taking picture from camera and a screenshots.

Ok, I gave you an answer. I have no control over how Samsung designs their Apps. Submit Feedback to Samsung.

Yes, i did already feedback for issues with Settings Notifications.
Hopefully Samsung will make a changes in next System Updates.

I just want to state that the only notification I get from Samsung capture is when I take the screenshot, and I can, and have, turned that notification off.  When the notification does come (when I have it on), it stays there until I dismiss it.  Once I dismiss it, it does not repeat.  Now it may be that the notification settings for Capture is different between phone models, but I doubt it.  Open settings. Go to the apps list, turn on "show system apps", search for Samsung Capture, tap on it for the settings, select notifications and turn off allow notifications.  

What's wrong with just swiping it away anyway?
