Att can't get my unlock code to carrier unlock my device that is paid off!!!

I'm dealing with a significant issue and I'm notifying others to see if someone can help me or hopefully to have Samsung fix this issue. 
My phone is completely paid off and fully eligible for carrier unlock. Yet att hasn't received my unlock code from Samsung. 
I have full proof that att has tried all routes possible. I've even spoken to the att office of the president about it. 
They have tried to carrier unlock my s25 ultra for the last 3 months going on 4 months now. I'm losing job opportunities because this was my work phone. 
Please help!!! I've even called Samsung and they transferred me 3 times and looped me around until I got hung up on. 
Thanks. I have even more proof but I think this should be enough.

If you bought the phone from att they locked it and only they can unlock it.

When I was with AT&T years ago I had trouble getting a phone unlocked after the contract was up to go with Consumer Cellular. No more contracts.

usually if its locked to att, then att has the code cuz when I upgraded with T-Mobile directly, had to get device unlocked by T-Mobile while a phone for tmobile, but purchased through Samsung.com, had to reach out to Samsung for that device.....could be just that

I'm dealing with the same exact issue!! AT&T informed me that they have escalated the issue to Samsung to the backend department for the unlock code and told me to contact Samsung directly, but Samsung is informing me that they cannot unlock my device, Only AT&T can. I'm dealing with this back and forth for almost 3 months.
