App notifications get through even with Do Not Disturb turned on

This is a big pain for me since DnD is really useful in my case. I tried setting up a Work Mode using DnD for my 9-5 job. After that I tried solo scheduled DnD, but in both cases I still hear and see a pop-up of my app notifications, even though I specifically turned those off.

Do those apps have permission to change system settings? Do they have alarm, reminder, or media access? Some apps that rely on Google Play Services may still show notifications (my experience). Also, some apps masquerade as system apps and will carry default permissions unless changed by user. Just some suggestions.

Wouldn't it be enough that DnD has permission to overwrite system settings, since that's the process that actually changes the notification delivery? Example of the apps I use are WhatsApp, Instagram, Messenger (most common notifications I receive).

Interestingly, all are Meta apps that make themselves system apps through 4 Meta apps framework. They also have permission to override other system settings. You can change their notification settings to silent and none on locked screen. You can use Nice Catch Good Lock module to track all notifications that you may miss throughout the day.

Unfortunately, Android apps permission can easily override one another, especially if the apps can change system settings and or are coded as system apps.

1UI8 introduced new permission settings and you have to manage the permissions per app. Use permissions manager to check which app, including system apps, has permission to ignore DnD or change system settings.

The problem is that DnD is customizable. Somewhere, you can set specific notifications per app to override the DnD (give exception). Silent via the Quick panel speaker icon is only for ringtones, notifications, and system sounds. Only "Mute all sounds" is absolute.

But I would call this a bug in the system then, since it basically defeats the purpose and normal work logic of DnD. Do you agree?

I don't know. It seems that's not how some view it. Sometimes, when an executive requests to their assistant that they should not be disturbed, they sometime have exemptions for things they urgently need to know at all cost.

Yes, if I explicitly let it through. But in this case, I didn't tell DnD to let through these particular apps.
