Because the Ultra is the Ultra and Watch 8 is the Watch 8.  Perhaps, in time, some of the Ultra watch faces will be made available, but there may be incompatibilities that the watch face developer did not code for.

I am unaware of Samsung charging for  watch faces unless you are referring to the difference in pricing between the Ultra and the Watch 8.  It has always been true that different watches have different watch faces available.  In some cases, the design of the watch face doesn't require any access to the watch features.  Most informational/customizable faces do.  Therefore, the difference in hardware and features must be taken into account by the watch face developer, and some simply don't want to bother with different coding for the same watch face for different models. It is the same principle behind phone wallpapers being added or discontinued.  Whenever a new model line of phones is produced, new wallpapers come with it and some old ones are not available for it. This is the reason some people lost their wallpapers after their phone updated to OneUI7.

I really wish your language arts were better - it would be much easier to understand what you are trying to convey.  If you wanted Ultra watch faces, you should have bought the Ultra.  I don't know anyone who chooses a watch because it has a certain watch face.  Most people buy watches for their features and then look for watch faces that they like.
