Why I am not able to receive one ui 6.1.1 updates?

Ask your carrier, also what is your current version as the "6.1.1" update will only show as 6.1 on any non-flip or fold.  If your Baseband, build and Kernal all end with 3AXHF then you have the latest update that is technically the "6.1.1" version.
