S23 with November update on Nov 20. Beginning Nov 25 the Now Bar does not show. All notifications are set to On, all toggles are correct. Toggled all switches off then back on. Cleared cache and data from Google app, restarted. Still no Now Bar.
The now bar only shows when there is something to show. Try setting a timer or using the music player, see if the bar shows.

There were several hockey games last night that should have triggered the Now Bar but they didn't. And one this morning that should have shown but it didn't. I wiped the cache and restarted but still not being triggered when it should.
