Intelligent Wifi will not allow the S23 Ultra to use the mobile data connection while wifi is connected. Does Samsung forget that there are devices out there that use a direct wifi connection to the phone to operate and people would still need to access the internet while connected to those devices. Only an issue with the Android 16 update, did not have this issue prior to the Android 16 update.

A user in the European forum says that they found a workaround here:

According to this post, the problem is poor interface design and you need to tap the back button when offered the connection menu ("Connect only this time", "Always connect", etc.).

I can't test this since I don't have any devices that use direct wifi.

Have you looked into the intelligent wifo developer options? I tapped the version of this intelligent wifi and am now a developer and see many options but not sure if this is a good idea for an average user.

Nothing in either developer mode allows mobile data to be used while wifi is connected, there usedbto be a setting that would allow you to boost speeds and use both at the same time.

I read a third party app can do this called Speedify. What would be the benefit of having to use both? Like, avoiding drops in connection?

Some devices (scanners, astrophotography equipment) are connected dirrectly to wifi and you lose access to the internet while connected and there is no fail-over to cellular data without it shutting off the wifi connection.

Do you have mobile data always active enabled? Or invest in a mini portable pocket router.

Yes and you shouldn't have to invest in something that phones were capable of doing not that long ago innately.

That actually works, thanks for finding that. Its a very hard thing to search for and keeps bringing up speedify. O feel dumb for not thinking of "non of the above" as an answer.
