Galaxy S23If this was a feature of the update, EVERYONE who got the update would be screaming about it. Whatever app you just added is likely the culprit, not the update. Reboot into safe mode and see if you still get it. If you do not, it's not something that was installed with the update.
Either delete the newest app and see if it goes away, or download Good Lock's Nice Catch, turn on detect toasts and detect commercials to see which app is sending it. It could be that you clicked a bad link and downloaded some malicious adware to your phone.

Galaxy S23If you have a carrier device, it could be some news app they installed. Nice Catch did not detect anything in in the toasts or commercials? Go to settings/security and privacy, and run a scan and/or download a malware scanner and run it. That definitely looks like some rogue adware and not something your carrier or Samsung would have added.
