It the other users having this problem are also using Oticon hearing aids, then the problem would be with the hearing aids or the Oticon app.  If others having the problem have a different brand, depending on how old their hearing aids are, they may need an adjustment or updated firmware to be compatible with the new OS/UI.  If it was a problem with the BT itself, you would get the same effect when other BT devices, such as headphones, ear buds or speakers, are connected.

It might also very well be by design by hearing aid manufacturers so that people with hearing deficits would still know when their phone rings, even when it's muted.  You would have to check with the manufacturer for that information.

Also, this  is a peer-to-peer user help forum and if you believe this to be an error in the system, your proper recourse would be to put in an error report directly with the Samsung developers, who are the only ones capable of addressing the situation.  They do not monitor, nor do they act on forum posts.

What kind of alert tones?  If all sounds are muted nothing should be sounding in your hearing aids, unless it's a warning tone from the aids themselves.  If you disconnect the hearing aids from the phone, is the tone coming out of the speaker?  I would contact Oticon or your audiologist.  Perhaps their app or your aids' firmware needs to be updated to be compatible.

It is a problem with other members too.  The dinging only sounds when there is a phone call ringing.  It can be stopped by turning off the bluetooth connection of course but that stops all other devices connected by bluetooth.  So the source of the dinging is the bluetooth connection when the phone rings.  That is the solo problem.  Annoying when you are in a meeting and others can hear the sound in the hearing aids.
