Modes & Routines not using local times

I have permissions under Settings/Apps/Modes & Routines/Location Settings set to "Allow all the time". In M&Rs, I have the standard Sleep routine set to turn on at 9pm and off at 5.50am. I am in Phoenix, AZ meaning GMT -7 hours.

Right now, I'm in OKC, OK (2 hours ahead of Mtn Time). Sleep Mode is activating at 7pm local. This is wrong, but I cannot understand why. Anyone have an idea where to look?

@trogladyte In phone settings -> General management -> Date and time do you have the following items enabled?

• Automatic date and time
• Automatic time zone

 I saw that "Set time zone based on location" was off, so I've turned it on too and we'll see what happens.
