My office is replacing our work phones with the Galaxy A05s, since the old A20s were getting really slow and laggy. But I noticed some people got the A42 5G instead. Isn’t the A05s kind of a downgrade compared to the A42 5G?

I wouldn't think too much about it. Your employer is likely just purchasing the cheapest name-brand phones currently available from a particular supplier without taking specs into consideration.
