Trading ZFlip 7 to new ZFold 7?

I don't see any reason why you couldn't.

Try contacting Samsung customer support.

EDIT: They generally don't allow trade-ins of current model devices. The Fold 7 and Flip 7 are from the same device generation.

@linjd  At the moment the Flip 7 can't be traded in for the Z Fold 7 with Samsung you would need to wait until the Fold 8 was released for the Flip 7 to be eligible for trade.  You could try to trade it in with your Carrier they may be able to offer a trade in.
