Silence with volume down

Unable to mute when doing volume down. Please fix this issue. 

I clearly state issue as no device in the world has a baseline of having volume on or vibrate.

Please fix. It makes zero sense that you have silent as an option yet not ability to use the volume button to get to it.

2. Select Error reports and attach any relevant screenshots or screen recordings (if available).
