I think thats correct. I'm having thr same issue. Ultra from Samsung direct but not active on my T-Mobile plan. Not able to download. Yet a family member with a BT only watch 7 was able to update immediately after joining.
Git mine in settings selected update & it downloaded & the went back to commuimty & selected watch beta it the said to download watch manager & Samsung health up date it took about 10minutes in all!

Weโve noticed several inquiries regarding not receiving the Beta software update. Please note the following important eligibility criteria:
LTE Models (Watch with Mobile Network) To receive the Beta update, your Watch must have an active T-Mobile data plan. If the SIM is not activated or the device is not currently using T-Mobileโs mobile network, the software update will not be delivered.
Bluetooth (Watch BT models, not just BT paired with Phone) Models Bluetooth-only models are not affected and will receive the Beta software update as usual. No SIM or mobile plan is required.
If youโve enrolled in the Beta but havenโt received the update yet, please ensure your Watch meets the conditions above.
