Because your using the 2x1 widget size not the 1x1. It doesn't shrink down just because there isn't anything to display. It will show the blank spot until something connects.
Is this a new widget? Did not have this issue in OneUI 6. I have a galaxy watch and Buds 3 Pro. The widget showed exactly the number of devices connected at the time.
