4th Beta notification is announced in Samsung Members - One UI Beta notification, and T-Mobile carrier update has been released first. 

Regardless of the rumors, we are still finalizing the software update for Unlocked devices, as it involves multiple carriers. There are no hidden tricks or delays for the sake of it—our priority is to verify and ensure software stability before release.
