I know this phone is a budget phone, and I have recently installed the official One UI 7 update. While the update helped a little with animation smoothness, I still regularly experience lagging and freezing. Please someone tell me what I can do so my phone runs a lot better.

Have you checked your background usage?  Go to your battery settings and check the apps using the most battery.  In the list, tap the apps with the most usage to bring up the statistics.  See which have the most background usage.  Open the background usage limits setting and slide on "put unused apps to sleep"  These apps will still work when you want to use them, but they will not run in the background checking for updates.  Go to your device care settings and turn on auto optimization and set the phone to restart at least once a week.  Choose a day and time when you are not likely to be using the phone, so it won't disrupt you or your backups or sleep tracking if you have a watch. (so not when you are sleeping).  Doing this will clear out things hanging around in memory and keep things running smoothly.

Wipe your phone's cache partition on at least a monthly basis  (set a reminder)- this will clear out old temporary files that may cause issues.  It will not harm anything or delete any critical files.  To clean the cache partition:

1. Power off your phone. Hold Power and vol up buttons until Samsung Logo appears

2. Let go of both buttons when you see the Samsung Logo appear on screen. There will be a delay while it enters recovery mode.

3. Use the volume buttons to navigate through recovery menu options and highlight “Wipe Cache Partition.” Press power button to select this option . Confirm by navigating to the yes response and tapping the power button to select.

5. When wiping cache partition is complete, "reboot system now" should be highlighted; press power key to select it . The phone will reboot as normal.

I have checked all of these things, I have one so running in the background but that is it, and I only go up to three

Well, it looks like you've done all the right things.  So, I guess it can just be chalked up to the processing speed of the CPU and RAM limitations.  How much storage does the phone have?  Do you have at least 10% free?

I'm only using 44% of my storage and I have 128gb. I only have 4gb of RAM, and I use roughly 2.5 of it

Well, you certainly have enough "working room" for your apps.  It must boil down to the speed/type of the processor.  I have an A54, which was the high end of the 4 line and I am not experiencing any lag.  I'm not sure if it's a different processor though.  Is the lag when you are watching videos or streaming apps or just a delay in responsiveness when using apps?

Try downloading Good Guardians from the Galaxy store and the app booster module. Then run the app booster to optimize all your apps. See if that helps.if it helps, run it after every update and whenever you notice lag.
