How come only flagship Samsung phones support "Enhanced Open" security option for hotspot?
(The picture attached is from a S23, One UI 6.1)

I think so, but it doesn't have 6GHz (wifi 6e) that seems to be required for the enhanced open.

It could be because most Samsung flagship phones support wifi 6 for the enhanced open

Doesn't the Galaxy A54 support it as well?

My A54 only has wifi6 and doesn't seem to support enhanced open.  Not that I know what it is or have need of it, it just does not appear in my hotspot config settings.

That's wifi 6, not 6, Ghz. The A54 has 2.4 & 5 Ghz

The S23 Ultra and other flagship phones Have the upgraded WIFI 6E Chip, part of the reason the other non galaxy Phones are cheaper, small stuff like that.
